[Sidewinder] Access Denied Message

It can the html files for 6.1.2 are stored in /etc/sidewinder/http  the
file names are self explanatory, I'm new to 7.x but I believe the files
are under /secureos/etc/http/

We get that message if we do not periodically flush the IP license
table.  Wish there was a fix for that.
