[Sidewinder] IP filter

We had recently migrated our firewall to Sidewinder V7.  We had encountered an issue which the firewall has 5 burb which consist internal, external, dmz, x and y.   We would like to let all the internal user to access the rest of the burbs using some ports like ssh, ftp, http, https.  We grouped the ports together created rule as burb: internal. IP: any to burb: any IP: any with the grouped ports.  .  We tried various way such as Source: burb: any IP: any ports: Any.  Another try is from Source burb: interal to each of the burbs with the grouped port and any.  We had tried on IP filter too but all tries are invalid the rules are not working and it hit the last deny rule.  These tries are all set above the deny rule.
